Report of Progress and Plan of Action Benin 2008, Prepared for PCC Meeting, Kampala, 22-27 September 2008

The Department of Health (DSF) housed within the Ministry of Health was created in 2007.

The main functions include:
i)    To develop, distribute and monitor the implementation of the policy, Standards, Standards and Protocol on Health
ii)    Develop, monitor and coordinate programmes related to the health of the mother
iii)    To develop, monitor and coordinate programmes related to the health of newborns and children
iv)    To develop, monitor and coordinate the National Family Planning including the fight against infertility
v)    Assess the implementation and impact of these different programs.

This directorate is composed of the following services:
•    The department of maternal and child health
•    Family Planning
•    Nutrition
•    service reproductive services for adolescents and youth
•    accounting

My responsibilities in this direction as the CCP are as follows:
•    Focal Point responsible for the implementation of the strategy for reduction of maternal and infant mortality
•    Focal Point for the implementation audits of maternal and neonatal deaths
•    Focal point of the fight against obstetric fistula.

These functions lead me to get involved in most activities of this Directorate, I would like to present the point of carrying out the past year (2007) and programming 2008-2009.
 
One of the major priorities of the DSF is the reduction of maternal and neonatal mortality. At the strategic analysis the DSF has the political commitment of the authorities, part design, implementation and support staff, the ability to work as a team, the intervention of several partners such as UNFPA, the USAID, UNICEF, WHO, etc.

The Minister of Health has developed reference materials in 2006 to be used in preparing the Annual Work Plan. These documents National Strategy for the Reduction of Maternal and Neonatal Mortality (SNRMMN) and its operational plan, National Strategy to Secure Reproductive Health Products (SNSPSR) and the National Strategy for the Fight against Fistulas obstetric.

The main weaknesses of the DSF are: the release late documents SNRMM and the SNSPSR in all health zones, the low percentage of funds from the Ministry of Health allocated to the DSF, the delay or failure to release funds national budget and cumbersome and slow administrative.

The main threat to the DSF is inadequate human resources, material and financial resources to achieve the MDGs by 2015.

Many opportunities are in favour of the DSF in particular the commitment of partners.

In 2007, with support from its partners the following main activities were carried out:

Activities 2007

  1. Form a health leader centers for reproductive health
  2. To acquire medicines and care for STI centres for reproductive health 
  3. Producing reproductive health teaching manuals (books, booklets, posters, posters, videos, CDs, cassettes, etc.) 
  4. Equipping reproductive health centres in audio-visual equipment and furniture (computers, cassette player, CD player, tables, benches, chairs, cabinets, etc.)
  5. Assessing the availability and use of Health Services for Adolescents 
  6. Form support groups on exclusive breastfeeding 
  7. Reactivate the promotion of exclusive breastfeeding at health facilities "Baby Friendly Hospitals" 
  8. Educate 120 providers on the PMA / nutrition 
  9. Making semi-annual monitoring on the use of emergency obstetric kits 
  10. To monitor FP activities
  11. To monitor the nutrition activities
  12. Partnering with radio stations for the promotion of reproductive health 
  13. Acquiring contraceptives
  14. Provide level supervisors training in health FP-STI-HIV-AIDS 
  15. Conducting studies on the feasibility of free care for obstetric emergencies (Caesarean section) 
  16. Validation of three studies on obstetric fistula and paper on the fight against obstetric fistula 
  17. Support for organizing a workshop vision 2010 
  18. Organizing a workshop to develop and disseminate messages IEC/CCC/SR with leaders of community radio areas of health Bembèrèkè, Malanville, Tanguiéta and Natitingou 
  19. Formation of 7 doctors in gynaecology and obstetrics at the FSS 
  20. Training of 22 providers of health zone of Malanville (one session) and 30 providers of health zone of Natitingou (two sessions) CPN refocused / PMTCT / PHPP / GATPA 
  21. Training of 10 officers of the Central Purchase Essential Drugs Information System and logistics management in contraceptives
  22. Monitoring providers trained in areas Prenatal Health Consultation/ PHPP / GATPA 
  23. Printing 300 copies of the document National Strategy for Securing products SR 
  24. Evaluation of the National Programme for Reproductive Health 
  25. Edition and multiplication of the four (4) documents on prevention and fight against obstetric fistula and plan of action on sexual and reproductive health and rights

For the execution of PTA 2007, the main difficulties are encountered, interference with other activities of the Ministry of Health, the delay in releasing funds from the national budget and inadequate human and financial resources, mobility agents, inadequate equipment.

The priorities for the year 2008 on a basis of the new guidelines are as follows:

Priority 1: Implementing the national strategy to reduce maternal and neonatal mortality through:
•    Commodity security for SR
•    The reduction of maternal and neonatal mortality
•    The implementation of the recommendations of the African Union summit in Maputo
•    The approach in providing quality health care
•    The implementation strategies of SONU

Priority 2: Capacity Building intervention service SR in the areas of concentration program PF / STI / HIV / AIDS, CPN refocused / PMTCT, assisted / PHPP and Emergency Care Obstétricaux Base and Complets (SOUB and SOUC), Gender and SR:
•    Support for basic training program specializing in Obstetrics Gynecology
•    The acquisition of contraceptives and essential drugs, equipment and medical technology.

Priority 3: Development and implementation of a plan for monitoring and evaluation, coordination and mobilization of resources:
•    The mobilization of resources for the implementation of the SNRMMN
•    The monitoring of agents trained in PF / STI / HIV / AIDS, CPN refocused / PMTCT, assisted / PHPP
•    The completion of the study on the feasibility of free care for obstetrical emergencies (Caesarean section, laparotomy, uterine rupture, UEM, evacuation ectopic pregnancy, abortion haemorrhagic)
•    The coordination meetings cooperation projects
•    The evaluation of PTA 2008 and the development of the PTA 2009
•    the development and implementation of a plan for monitoring and evaluation, coordination and resource mobilization.
