REPUBLIC OF SENEGAL, MINISTRY OF HEALTH AND PREVENTION

SECOND ANNUAL MEETING OF THE COORDINATORS OF PARTNER COUNTRIES FOR POPULATION AND DEVELOPMENT
SEPTEMBER 2008, Kampala (Uganda)

A - Summary of Activity: Advocacy / Atelier national awareness and information on South-South collaboration in the field of population reproductive health and sustainable development.

Took part in the work, UNFPA, government ministries, local elected officials, the Cabinet and the various branches of the Ministry of Health, the medical, health district of Dakar and the representatives of the press.

the representative of UNFPA stressed the importance of organizing this information day for the development of our country can be achieved only if we master the problems of population especially of the Reproductive Health.

The Executive Director of PPD, Mr. Harry. S. Hjooseery, during his keynote address welcomed the organization of a workshop for information and gave a presentation on his organization. Partners in Population and Development.

. Ppd is an intergovernmental alliance set up following the International Conference on Population and Development (ICPD) held in Cairo in Egypt in 1994.

. This alliance is the mechanism to promote partnership and cooperation between developing countries to achieve the ICPD goals and the Millennium Development Goals.

There are currently 22 developing countries with the secretariat based in Bangladesh, an office in Kampala for Africa, an office in China and another in New York, USA where the PPD is also a permanent observer to the United Nations United.

The Executive Director of PPD has held a number of commitments made by its organization:

These are:
To facilitate the supply of reproductive health in Senegal. PPD is currently negotiating with India and China on these issues.

To provide scholarships for professionals and executives of the Ministry of Health of Senegal to Morocco, Egypt, Thailand and Bangladesh. Senegal has received three scholarships for two years leading to a Master of Health Administration Morocco

To strengthen the institutional capacity of CEFOREP (the Center for Training and Research in Reproductive Health of Senegal).

To invite the coordinator of PPD in Senegal to participate in a work session on the coordination of South-South Africa from 22 to 27 September 2020 in Kampala.

Partners in Population and Development will support the establishment of a support in the effective implementation of its Program of South-South Cooperation in Senegal. PPD has regional networks revitalize South-South cooperation and also strengthen activities at country level and create a National Task Force for South-South cooperation, involving government, NGOs, civil society, the private sector and other actors in the program SR.

To organize training courses for executives in SR 100 annually as part of an agreement signed between the PPD and the Government of China, and this until 2010. Senegal will be invited to participate in these training courses and later receive the dates and times.

The Executive Director of PPD also spoke of the strategies identified in the plan of action:

He announced the holding of a conference on 24 and 25 November 2020 for fifteen (15) years of the ICPD.

Following the Executive Director, the Director of Health Prof. Oumar Faye, representing the Minister for Health and Prevention gave the opening speech at the National Workshop on South-South collaboration in the field of Population, Reproductive Health and Sustainable Development.

He emphasized that the problems related to these three points are key concerns of all developing countries. The best way to solve is the South-South Cooperation which is embodied by the PPD (Partners in Population and Development).

The Director of Health spoke about the creation of PPD following the ICPD in 1994

According to still the representative of the Minister, the PPD had to save some major achievements:
the increase of its members;
the involvement of high-level coordinator of partner countries;
leadership training;
the establishment of a network of trade experts.

Senegal has participated in all activities organized by PPD but also it has received through PPD through the Republic of China 92,000 units IUD.

The Director of Health to complete, has magnified the excellent collaboration between PPD and Senegal and wished a good continuation of this partnership. He also congratulated the PPD for his actions and thanked all those who participated in this workshop.

I - Program in Reproductive Health, Population and Development in the framework of South-South collaboration: a strategic plan PPD Africa. Presented by Mr. ISSA DIENG ABDOU PCC Senegal;
This presentation was based around the vision, mission and mandate of PPD AFRICA:

A-PPD's vision is to meet the SR, to promote the agenda of population and development and address poverty through South-South Cooperation.

B-missions PPD AFRICA provides a platform through three components:

Policy Dialogue
Networking in the region
Sharing experiences and best practices

1 - Policy Dialogue
a) Ensure that the SR is high on the agenda of development and that more resources must be available for the RH services including FP, reaching men, women and young people.

b) Recommend the increase in revenue and provisions for reproductive health

c) Promoting South-South cooperation.

2 - Networking in the region:
a) to provide increased capacity and expertise of members and collaborating countries

b) encourage and stimulate or networking in SR in the Africa Region

c) encourage collaboration between NGO networks - States

3 - Sharing of experiences and good practices
a) Document and disseminate best practices;

b) Increase the effectiveness of human and financial resources through South-South Cooperation.

C - The mandate of PPD is as AFRICA
           follows:

  • Promotion of South-South cooperation (SSC) and strengthening of partnership with all stakeholders / networks in the fields of RH, population and development.
  • Resource mobilization for RH, population and development, with reference to the PA of the ICPD, the MDGs and the PA of Maputo. 
  • Expanding CSS encouraging more countries to join PPD. 
  • Advocacy for policies and programs to promote reproductive health, poverty reduction and development of fair and equitable. 
  • Compilation, publication and dissemination of good practices RH, population and development and creation of forums for policy dialogue and sharing of experiences.

II - Intervention Program for PPD in the context of South-South collaboration. Presented by the responsible programs PPD, Mr Amadou Moreau.

For 2009 it reported that PPD plans to collaborate on the issue of documentation of best practices in Brazil, Thailand, Senegal and Uganda.

III - Politics and National Commitment for the promotion of South-South Collaboration. Presented by the Executive Director of PPD HARRY JOOSEERY.
Strategic directions for the four main priorities were identified:
1 - Alignment with the priorities of Member Countries: RH, HIV / AIDS, Population and Development, etc.. ...
2 - The case for PPD: support from Member Countries, donors, etc.. nationally and internationally;
3 - Forming alliances to achieve the ICPD goals and Millennium Development in Member Countries;
4 - Consolidation of the achievements for the sustainability of PPD to support the activities of South-South cooperation on a sustainable basis.

For the execution of the mission, priority areas were chosen:
Integrate the objectives of the ICPD to MDGs;
Improve the SR and promoting reproductive rights;
Promote Gender Equality;
Strengthen the process of integrating RH and HIV / AIDS;
Improving Sexual and Reproductive Health among Adolescents;
Strengthen Safety Products SR.
According to the Executive Director of PPD, In terms of the Strategic Action Plan (SAP 2008 - 2011) aims to improve the effectiveness of PPD in the planning, implementation of South-South Cooperation.

The objectives of the SAP are:
Define clearly the long-term objectives and the results / measurable outcomes;
Submit a realistic work program adapted to the priority needs in the Member Countries;
Improving management through an evaluation system based on results;
Laying the foundations for a continuation of PPD;
Use the PAS as a tool in mobilizing resources for its implementation.

The Executive Director of PPD reported the lack of national support (NLS) adequate to promote South-South Cooperation.
Thus, he proposed essential prerequisites for the smooth running of the CSS:
Need for a TASK FORCE to gather and actors at the national level including the private sector, parliamentarians, NGOs and CSOs with expertise in the promotion of SR for improved social change;
Advocacy with the Government to support the establishment of a mechanism to raise awareness on the needs of a CSS strengthened;
Promotion and strengthening of coordination involving the various parties for a synergy in the actions related to CSS;
Contributing to the collection and documentation of successful experiences and disseminate lessons learned at seminars and conferences (eg success of Senegal in the fight against AIDS, FGM and the Prevention of Maternal Mortality, etc.).

B - PLAN OF ACTION AND BUDGET 2008-2009

  • establish a National Support Structure coordinated by the PCC SENEGAL involving members from different Ministries, NGOs, CSOs, media, religious groups, etc..
  • consultation meetings for the implementation of the NSS: 7,000 USD 
  • allocate a budget (operating and investment) to support the National Support Structure in order to facilitate the implementation mechanism coordinated by the PCC Senegal; U.S. $ 30,000 
  • organize workshops for the formulation of a National Action Plan to be implemented under the supervision of the PCC SENEGAL us $ 15,000. 
  • organize meetings of coordination / monitoring (quarterly) for the implementation of the Action Plan .4 X7000 = U.S. $ 28,000 U.S. dollars 
  • Hold workshops for advocacy and awareness on South-South collaboration 4x7.000 us dollars = U.S. $ 28,000 
  • attend meetings, exchanges of experiences, good practices conducted among member countries of PPD. 4x7000 = 28,000 U.S. dollars U.S. dollars
