Review of achievements and Plan of Action for Morocco, September 2008

Introduction
The problems of population and development in general and reproductive health services reproduction in particular, challenge of the southern countries: high rates of mortality and morbidity.

South-South cooperation in reproductive health, population and development can:

  • Identify the experience and local expertise to provide other countries.
  • Develop local skills (experiments identified locally) 
  • Exchange and flow of information, best practices, 
  • Implementation of projects and programs of cooperation, 
  • Mobilize resources.

South-South platform for exchanging experiences:

  • Speaking with one voice,
  • Mutually reinforcing: the right to health, development and human resource development. 
  • Achieving the Millennium Development Goals (2015)

Key Constraints
In connection with the health system:

  • Inadequate staffing (quantity, quality, disparity in the middle) 
  • Quality of care for EmONC 
  • Under use of rural maternity 
  • Insufficient IEC: People, people,

other sectors

  • Inadequate budget the program.

In connection with the extra health:

  • Socio-economic and Geographic 
  • Illiteracy 
  • Community participation very insufficient.

Areas of cooperation
Key areas of cooperation in the field of health between Morocco and African countries under the South-South cooperation:

  • Training and skills development,
  • The transfer of expertise, 
  • Medical evacuations, 
  • Twinning between hospitals, 
  • Donations

The organization of regional and international Training and skills development

  • Almost 1000 African students are studying medicine, pharmacy and medicine Dental. 
  • Training in general medicine and medical specialties: 
  • Pediatrics, surgery, gastroenterology and cardiology. 
  • Mauritania, Senegal, Mali, Burkina Faso and Benin 
  • Basic training of paramedics (21 channels): 
  • Institut de Formation aux Carrières de Santé: 1st + 2nd cycle training cycle (hundreds of students);
  • Institut de Formation des Techniciens Ambulance (Casablanca); Masters in Nursing, in partnership with the University of Montreal (M.Sc. relocated to Rabat) 
  • Training in Reproductive Health: National Center for Training in Reproductive Health (Maternity orange) 
  • regional and international Skills Training family planning and contraception, Training in Obstetric Care and Emergency neonatal (EmONC). 
  • Institut National d'Administration Sanitaire (INAS) Training Administration and Public Health, Training in Reproductive Health

Training activities conducted

  • Cooperation with the Islamic Development Bank
  • Tripartite Cooperation: Morocco - JICA - Country South 
  • Master in Health Administration and Public Health: 
  • Participants Africans (promotion 2006-2008)

The transfer of expertise

Morocco, intermediate country is an efficient and practical for transferring expertise and know-how acquired in other countries, such as: 

  • Mauritania (safe motherhood, population education in the school system, survey population and reproductive health), 
  • Djibouti (safe motherhood, immunization, care for childhood diseases, hemodialysis), 
  • Tunisia (HIV / AIDS, care for childhood diseases), 
  • Sudan (immunization) 
  • Comoros Islands, Côte d'Ivoire (research in population and reproductive health), 
  • Gambia (HIV / AIDS) 
  • Madagascar and Senegal (Pharmacovigilance) 
  • Senegal (IEC in reproductive health),

Evacuations

  • Evacuation of nationals from several African countries to Moroccan hospitals: 
  • Framework of agreements signed between Morocco and certain countries in South Mauritania, Mali, Senegal, Gabon, Niger, Congo, Guinea, Burkina Faso ... and so on.

The twinning of health institutions
The twinning between the Moroccan and sanitation in Africa:

  • Twinning agreements between hospitals and laboratories and Moroccan homologous structures of some African countries:
  • Staff and hospital laboratories (medical personnel, paramedical, administrative, technical and maintenance) 
  • Contribution of Moroccan health facilities to improve the functioning of their African counterparts, Senegal, Mali, Mauritania ...

Meetings and Conferences

  • Organizing the first Pan Arab Conference on the Reduction of Morbidity and maternal and neonatal mortality (Morocco-UNFPA-IPPF) MOROCCO (Rabat), 2007 
  • Participation in the first and second annual meeting of the PCC in the Region of Africa UGANDA (Kampala), September 2007 / 2008 
  • Organization of the 12th Annual Meeting of the Board of PPD and International Forum on 'Access to Reproductive Health for the Attainment of ICPD goals and the Millennium Development MOROCCO (Rabat), November 2007 
  • Participation in the consultative meeting of partner institutions. CHINA (Taicang), May 2007

Other contributions to South-South Cooperation

  • Regular contribution of Morocco to the Partners in Population and Development;
  • Granting scholarships to students in Morocco; 
  • Accommodation for some students at the Cité Universitaire Internationale and at the Institut de Formation aux Carrières de Santé; 
  • Development of generic module on reproductive health (INAS-PPD) 
  • Donations of medicines and medical equipment to certain countries of the south.
Action Plan 2008-2010
  • Training / Skills Development
  • Master in Health Administration and Public Health: 
  • Participants Africans (promotion 2008-2010) 
  • Granting scholarships to master the INAS for candidates from franciphones members of the PPD (17 scholarships in 2008), 
  • Network Coordinating PPD French partner institutions to develop a joint international francophone courses in reproductive health; 
  • Development and delivery of a national course on reproductive health 
  • Integration of the module on reproductive health of PPD in the course of the Masters of the INAS.
